Media release: Reducing harm with e-cigarettes

Wellington (12 May 2016): If the Government is committed to the goal of having a smoke-free New Zealand by 2025, a thorough debate about the regulations of e-cigarettes needs to be held, says The New Zealand Initiative.

The Health of the State report, released by The New Zealand Initiative in April, looks at public health and lifestyle regulations. It  finds that the current set of e-cigarette regulations are hindering the potential for smokers to find less risky alternatives.

The New Zealand Initiative has found that many of the fears that vaping causes disproportionate harm, or could increase the smoking rate, are unfounded based on the scientific research to date. There is also little logical justification for limiting the domestic sale of the nicotine e-liquids used in e-cigarettes.

"Our evidence illustrates that e-cigarettes are predominantly used by smokers to either reduce their tobacco smoking or as a cessation tool,” says Policy Analyst, Jenesa Jeram, author of The Heath of the State. “Current regulations make it difficult for smokers to exercise consumer choice by switching to this less harmful alternative.”

Head of Research Dr Eric Crampton notes, “New Zealand needs to be cautious in its approach. FDA regulation in the United States risks undermining competition in the vaping market by making it impossible for all but the largest companies to get new products approved.

“A lighter touch approach would mean New Zealand start-ups could compete on a fair basis with larger players.”
