History:
2016: Medical cannabis legalised

Policy Framework:
- Patients must have a qualifying condition (29 are listed);
- Patients can possess no more than 3oz (85g) of medical cannabis purchased at a licensed dispensary;
- Patients can no longer cultivate their own medical cannabis at home;
- There are two producers and eight dispensaries in North Dakota for medical cannabis;
- There are an estimated 1944 registered medical cannabis patients in North Dakota, according to the Department of Health Division of Medical Marijuana;
- Licensing costs are relatively high, making the price of medical cannabis products expensive (e.g. a tincture costs $US215 for 30ml);
- Possession of less than 0.5oz (14g) of cannabis is a criminal infraction punishable by a fine of up to $US1000;
- Possession of more than 500g (17oz) is a misdemeanour punishable by up to a year in prison and fine of up to $US3000;
- Sale of any amount of cannabis is a felony punishable by up to 20 years in prison and fines of up to $US20,000;
Outcomes:
- Between 2005 and 2017, cannabis use disorder in people over the age of 12 decreased from 1.6% to 0.9%.
